NY W-4 + IT-2104 Guide 2026: Fix Your Withholding, Keep $2,400+/Year
Your federal W-4 doesn’t touch state tax — New York needs its own form, the IT-2104. Here’s both forms line by line for 2026: the new $2,200 child credit, the “reduce by 7” rule, and the exact per-paycheck fix that closes a $2,400 gap.
Splits the gap across remaining paychecks: federal via W-4 Step 4(c), NY via IT-2104 line 3.
W-4 in 2026: the 5 steps
Form W-4 tells your employer how much federal tax to withhold. Only Steps 1 and 5 are required — leave 2–4 blank and withholding equals filing status plus the standard deduction.
| Step | What you enter | Effect |
|---|---|---|
| 1 — Filing status | Single / MFJ / HoH | Sets the $16,100 / $32,200 / $24,150 standard deduction |
| 2 — Multiple jobs | Estimator, worksheet, or check-the-box | Raises withholding so two jobs don’t underpay |
| 3 — Dependents | $2,200 × kids under 17 + $500 × others | Lowers withholding; $4,400 ÷ 26 = ~$169/paycheck |
| 4 — Adjustments | Other income, deductions, extra dollars (4c) | Fine-tunes up or down |
| 5 — Sign | Signature + date | Unsigned = invalid |
2026 W-4 changes (OBBBA)
- Step 3 is now $2,200 per qualifying child under 17 (was $2,000) — high-traffic guides updated in April 2026 still print the stale $2,000.
- Step 4(b) worksheet grew to 15 lines with dedicated entries for qualified tips (up to $25,000), overtime premium (up to $12,500 single), and a $6,000 senior deduction (65+).
- New exemption checkbox — replaces handwriting “Exempt”; renew by Feb 16, 2027.
- Allowances are still gone (since 2020). “Claim 0 or 1” is obsolete — use dollars in Step 4(c).
IT-2104: New York’s own withholding certificate
The federal W-4 covers zero state tax. Form IT-2104 tells your employer how much NY State + NYC + Yonkers tax to withhold. Unlike the federal form, NY still uses allowances — and you may not claim one for yourself or your spouse.
| IT-2104 line | Purpose |
|---|---|
| Line 1 | Total allowances for NY State (and Yonkers) |
| Line 2 | Total allowances for NYC |
| Line 3 | Extra flat $ per paycheck — State |
| Line 4 | Extra flat $ per paycheck — NYC |
| Line 5 | Extra flat $ per paycheck — Yonkers |
File a post-2020 W-4 but no IT-2104, and your employer may use zero as your allowances — quietly over-withholding state tax all year. File both forms with every employer.
The “reduce by 7” rule + the $107,650 threshold
Single or head-of-household with 2+ jobs (2026 IT-2104-I, verified):
| Combined wages | What to do |
|---|---|
| Under $107,650 | Reduce allowances by 7 on lines 1–2 of the higher-paying job’s certificate |
| $107,650 – $2,263,265 | Use the Part 6 charts; enter the dollar amount on line 3 |
Married, both working: under $107,650, both mark “married but withhold at higher single rate” and split allowances; at/above $107,650, use the Part 5 charts.
Negative allowances → dollars (weekly payroll; double for biweekly): State $1.85 / NYC $0.80 / Yonkers 16.75% of the state amount. Example: −3 state allowances biweekly = 3 × $1.85 × 2 = $11.10 extra per paycheck.
New York has no $1,000 floor
Owe too little during the year and both governments charge interest — but NY is harsher:
| Federal | New York State | |
|---|---|---|
| Penalty rate | 7% / yr, daily compounding | ~9.5% (federal short-term + 5.5 pts, min 7.5%) |
| De-minimis floor | $1,000 owed | None — only 90% / 100% / 110% safe harbors |
| On a $2,400 gap | ~$65 | ~$63 |
Add $54/biweekly in W-4 Step 4(c) plus $38.46/biweekly on IT-2104 line 3 — or just run the calculator in the hero above with your own gap.
Two paychecks, one tax return
Each employer withholds as if its paycheck were your only income — double standard deductions, double low brackets. On $60K + $25K in NYC the gap is $4,969, fixed with $191 per biweekly paycheck in Step 4(c).
The 8 most expensive withholding mistakes
| Mistake | Dollar impact (2026) |
|---|---|
| Skipping W-4 Step 2 (two jobs) | $4,360–$4,969/yr shortfall; fix = $191/biweekly |
| Not updating IT-2104 at $107,650+ | Chart regime missed → balance due + ~9.5% NY penalty |
| Too many IT-2104 allowances | ~$60–$110/yr per allowance; >14 flags the Tax Dept. |
| Not updating after life changes | One missed child = $2,200/yr ($169/biweekly) left on table |
| Entering dependent count on Step 3 | “2” instead of $4,400 → ~$4,400/yr over-withheld |
| Ignoring $10K side-gig income | ~$3,100 balance due (fed + state + city) |
| Post-2020 W-4, no IT-2104 | Employer uses zero allowances → over-withheld all year |
| Never revisiting the forms | Stale since hire date — both agencies say review annually |
IT-2104.1, exemptions, and penalties
- Work in NY but live elsewhere? File IT-2104.1 (Certificate of Nonresidence) — you certify the % of services performed in NY/NYC/Yonkers and the employer withholds only on that slice. Notify within 10 days of any change.
- Exempt from withholding? Don’t use IT-2104 — file IT-2104-E (expires April 30, 2027).
- $500 penalty for false statements that decrease withholding — on IT-2104, IT-2104.1, and IT-2104-E alike.
W-4 + IT-2104 FAQs
Do I need both a W-4 and an IT-2104?
Yes. The federal W-4 controls federal withholding only; IT-2104 controls NY State, NYC, and Yonkers withholding. One does not cover the other.
What is the W-4 Step 3 amount for 2026?
$2,200 per qualifying child under 17 (up from $2,000 under OBBBA), plus $500 per other dependent. Income limits: $200K single / $400K joint.
What is the “reduce by 7” rule?
Single/head-of-household with 2+ jobs and combined wages under $107,650: reduce IT-2104 allowances by 7 on the higher-paying job’s certificate. Above $107,650, use the Part 6 dollar charts.
How do I convert negative allowances to dollars?
Enter 0 and use lines 3–5: $1.85/week State, $0.80/week NYC, 16.75% of state for Yonkers — double for biweekly payroll.
What happens if I file a W-4 but no IT-2104?
Your employer may treat your NY allowances as zero — over-withholding state tax all year. Always file both.
How much is NY PFL withholding in 2026?
0.432% of gross wages, capped at $411.91/year — it comes out of every NY paycheck on top of income tax.
What’s the penalty for under-withholding in NY?
About 9.5% annual interest with no $1,000 de-minimis floor (unlike federal) — only the 90%/100%/110%-of-prior-year safe harbors protect you.
How do I fix a $2,400 withholding gap?
Roughly $54 extra per biweekly paycheck in W-4 Step 4(c) for federal, plus $38.46 on IT-2104 line 3 for NY — or use the hero calculator above with your exact gap.
Are W-4 allowances still a thing?
Federally, no — allowances died in the 2020 redesign (use dollar amounts now). But NY’s IT-2104 still uses allowances, which confuses everyone filing both.
When should I refile my W-4 and IT-2104?
After any raise, new job, marriage/divorce, new child, move into or out of NYC/Yonkers, or when wages cross $107,650 — review both forms annually at minimum.
